Norton Commons is a planned new-urbanist town centre on Louisville's north-eastern edge, in Prospect, built around walkable streets and independent storefronts, and Fleur de Tea has been one of its anchors since November 2020. It is a tea house in the full sense rather than a coffee shop that also sells tea: the leaf programme runs from classic Chinese and Indian black and green teas through seasonal house blends to a modern bubble tea list, and the room is laid out for staying — ample seating, table service culture, a bakery counter whose scones come up repeatedly in reviews.

It earns a place in this guide on a simple structural fact. Louisville has never had a dedicated alcohol-free bar; the metro's zero-proof depth lives inside bourbon bars, natural wine rooms and restaurants, all of which serve alcohol. That is fine for a lot of people and impossible for others. Fleur de Tea is one of a very small number of Louisville-area rooms where no alcohol is served at all and the drink in front of you is still the point — an afternoon here is a social occasion, not a coffee run. It is worth saying plainly what this entry is and is not. Fleur de Tea is a tea house, not a zero-proof cocktail bar — there is no non-alcoholic spirit behind a counter here and nobody will build you a spirit-free negroni. What it offers is the thing Louisville is otherwise short of: a room with no alcohol in it at all, open through the afternoon, where sitting for two hours over something carefully made is the entire point. For a lot of people that is more useful than another bar with three mocktails, and it is the reason a tea house earns a place in a drinks guide for this particular city.
