It earns a place in this guide on a simple structural fact. Fleur de Tea is a tea house, not a zero-proof cocktail bar — there is no non-alcoholic spirit behind a counter here and nobody will build you a spirit-free negroni. What it offers is the thing Louisville is otherwise short of: a room with no alcohol in it at all, open through the afternoon, where sitting for two hours over something carefully made is the entire point. For a lot of people that is more useful than another bar with three mocktails, and it is the reason a tea house earns a place in a drinks guide for this particular city.
