The Elk Room

The Elk Room is a subterranean cocktail bar at 1010 Fleet Street in Harbor East, opened in early August 2017 in the space that had been Ten Ten American Bistro, and operated by Atlas Restaurant Group. It is a small, deliberately hard-to-find room — entry through a peephole door, six seats at the bar itself, and a passageway that once led to a members-only cigar bar — and it built its reputation on a spirit-driven programme rather than on volume. Esquire named it to its Best Bars in America list in 2018. It opens nightly until 2am with live music Thursday through Saturday, and valet parking is available, which in Harbor East is worth knowing.

For a non-drinker the offering is narrow but genuinely made. The house zero-proof drink is the Penumbra, and The Baltimore Banner described its construction when it surveyed the city's mocktails in October 2024: a shrub-based drink combining wine vinegar, yuzu juice, blueberries, thyme, black pepper and soda water. That is a serious build — a shrub is fruit preserved in vinegar and sugar, and using one as the backbone gives a drink the acid and length that zero-proof drinks usually lack, while the black pepper and thyme supply the bite that alcohol would otherwise carry. It is the right approach for a bar whose whole identity is spirit-forward. Two honest caveats before you go. The bar does not render its menu in a form that can be read online, so the Penumbra is the only zero-proof drink documented and the current list has to be asked about at the bar. And its published hours and phone number differ between the operator's own site and the city's visitor listing, so confirm before travelling — the operator gives 5pm to 2am nightly.
