The Rose Garden sits on 1st Avenue in downtown Phoenix, a short walk from the convention centre and a block from the light rail, and commits completely to its own premise: an upscale cocktail lounge dressed as a modern fairytale garden, built around a mascot peacock named Penrose. It is the kind of room where the styling could easily have been the entire proposition — heavy foliage, deliberate lighting, a space designed to be photographed — and the thing that stops it being merely that is the drinks list, which takes the botanical theme past the decor and into the glass.

The non-alcoholic builds use the same components as the rest of the menu rather than a separate, simpler set. They are made on Seedlip Garden and Seedlip Grove — the herbaceous and the citrus expressions — and finished with butterfly pea flower, lavender and fresh herbs pulled from the same station as the spirited drinks. The practical effect is that the zero-proof options read as variations on the bar's house style rather than as apologies for it, which is unusual: most themed lounges treat the alcohol-free list as a compliance exercise. The hours suit a real night out by Phoenix standards. The bar runs to midnight on Friday and Saturday and to 11pm Tuesday through Thursday and on Sunday, closing on Mondays, and the downtown position means it works either as a destination or as the stop after something at the arena or the Orpheum. Two caveats. As with essentially every cocktail room downtown, this is a licensed bar with a full spirits programme — the non-alcoholic drinks are a genuine section of the menu, not the character of the venue. And the room is small and gets busy at weekends, so a group not drinking may still find themselves queuing behind one that is.
